It wouldn't have mattered...Trump and his administration, and his selfish libertarian base (not the responsible conservatives), had made up their minds. Forcefully shutting down the society and every state was never part of the agenda. They didn't wanna go that far by tough temporary measures. Preserving liberty and letting states go their own way was the only route that these different groups deemed to be enough. Birx wouldn't have broken that dogmatic belief.
