  1. 6+ months to implement a bill that one side didn't want to pass, and that the other side wanted to fill with a bunch of redundant nonsense targeted at unrelated issues that had nothing to do with the corona. Congress, and most of americas institutions that blocks rapid changes and reforms, couldn't get much more useless.
