  1. Indonesia has 130 active volcanoes...wow. Might as well build out artificial islands and abandon the areas close to the volcanoes at that point to ensure the people's safety and a decent air quality, no? Or how does Indonesia usually mitigate these natural disasters?

If there's ways to mitigate these eruptions potential damage, prevent it from happening, or evacuate the people earlier, and the government rejects doing so..you can certainly blame the country and the government. Just like how you can blame China and the city of Wuhan for not informing the world earlier, for censoring those who tried to warn the world, and for letting the Wuhan virus spread from the get-go.
