No. We are talking about third world countries where data compilation is difficult and there are some politics going on where the Science is sound but the governments are not transparent. Russia, China, North Korea may be tricky. Mexico, Brazil, India, Bangladesh just don't have the resources. A LOT of these people were in dire straights BEFORE this pandemic.
