  5. Network Services The long gas lines happened under Nixon as well who was not a democrat! The problem wasn't the high interest rates, the problem was the inflation. Paul Voelker, whom Carter appointed to FED chairman, raised interest rates to combat inflation and it worked and led to the great boom in Bonds and Stocks in the 80's!
