"To have a state according to international law you need a fully independent authority" Do you have a reference for this? Which international law are you talking about?

@mandalePP1999 That convention is only signed by countries in the Americas. I don't see the relevance for Bosnia, which is in Europe.

@mandalePP1999 I'm not entirely convinced by that. Firstly, it's not clear to me that all of the content of that convention were broadly accepted unwritten principles. Secondly, it seems to me that in practice Bosnia is treated as a state in international relations (despite the powers of the HR) so whatever unwritten principles there are in favor of it being a state seem to be stronger.

@mandalePP1999 "The fact that somebody can entertain international relations with other entities does not mean that it is a state." I didn't (merely) say that it can entertain international relations but rather that it is in practice treated as a state in said relations.

@mandalePP1999 "I can treat you as a state as well, but does it make you a state?" It matters little whether you treat anyone or anything as a state. If other states treat something as a state then that actually matters.
