@darkyada71 In Finland there are no binding referenda. The parliament can amend the consitution on its own. That either requires that the amendment is first passed by a simple majority and then by the next parliament after the next election by a 2/3 majority, or alternatively it can be passed by the same parliament without waiting for the next election but that requires a 5/6 majority. Thus any referendum would be non-binding and even those are uncommon. So far, Finland has only ever had two nationwide referenda: in 1931 on ending the prohibition & in 1994 on joining the EU. Actually, I don't even think the Finnish constitution has anything that would prevent a NATO membership without an amendment but even if it did a referendum wouldn't be a constitutional requirement (thought it's possible that the politicians might still want to have one).
