@aleks5405 "It was privatised in 1995 as VR-konserni" No, it was restructured as company then but it was not privatized (and to nitpick the name is VR-Yhtymä or in English VR Group, not VR-Konserni). "The state owns more than 50% of the company" That is an understatement as the state owns full 100% of the stock. It is not private in any way (unlike the other companies you mentioned).

@aleks5405 "Well Tapio is a private company that is also 100% owned by the state." If it's owned 100% by the state then it's not been privatized. There has to be at least some private ownership for the word "privatization" to apply.

@aleks5405 "It doesn't matter who owns the corporation" Quite the opposite. If the company is 100% owned by the state it's public. The other factors you mentioned are not a part of the definition of public/private. "The Finnish government agrees that VR is part of the private sector" No, it doesn't.
