There isn't strictly speaking an EU constitution. The treaties are the closest equivalent.

The EU treaties transfer certain limited powers to the EU and each member state has accepted these treaties. If the treaties are in conflict with that country's constitution then that country's parliament shouldn't have passed the accession treaty (or should have passed it as a constitutional amendment).

"The EU law becomes local when the local parliment 'mirrors' EU law, which almost always happens (there are extremely rare cases when in past it did not happen)." That's not quite the case always. What you describe is how directives work. However, EU laws (not directives) supersede national law. Any conflicting national law is considered disapplied if e.g. cases come up in courts.
