@Person01234 It should force the remaining 15% to drive slower (assuming they won't break the limit) so there will be less overtaking. Also, it probably has something to do with the safe speed if the drivers drive at the speed that feels safe to them and that isn't completely off the mark. (However, this won't work if drivers primarily consider their own safety and there are pedestrians around.)

@Person01234 "Why would you stop 15% of drivers overtaking instead of 85% of drivers overtaking?" If you mean putting the speed limit at the 15th percentile that's probably too slow. "And who the fuck overtakes down 2 lane city streets." Why are you asking me this? This has nothing to do with my comment as I wasn't talking about city streets.

Maybe you place navigational buoys such that they need to be evaded forcing lower speeds.

It doesn't sound so bad. Presumably most drivers drive at speeds that they feel don't endanger them. Using that and forcing most people to roughly the same speeds then improves the safety to other drivers as well. However, if drivers mostly take into account their own safety this approach doesn't work in places where there are e.g. pedestrians.

@Ryleeman54number2 At least wherever there are pedestrians the speed limits should be a lot lower.

@Ryleeman54number2 Might be that 30 km/h is slow enough so in most areas under 25 km/h might not be necessary.

@Ryleeman54number2 It's appropriate, or even too fast, for downtown areas where there's a lot of foot traffic.
