  1.  @Person01234  It should force the remaining 15% to drive slower (assuming they won't break the limit) so there will be less overtaking. Also, it probably has something to do with the safe speed if the drivers drive at the speed that feels safe to them and that isn't completely off the mark. (However, this won't work if drivers primarily consider their own safety and there are pedestrians around.)

"And who the fuck overtakes down 2 lane city streets." Why are you asking me this? This has nothing to do with my comment as I wasn't talking about city streets.

  7. It doesn't sound so bad. Presumably most drivers drive at speeds that they feel don't endanger them. Using that and forcing most people to roughly the same speeds then improves the safety to other drivers as well. However, if drivers mostly take into account their own safety this approach doesn't work in places where there are e.g. pedestrians.
