  1. This isn't a good idea. This would incentivize to artificially move earnings from base salary to overtime pay.

  2.  @blackbruno50  Basically, if you're an employer and you have employees who typically work some amount of overtime, you could make an offer where you lower their base pay but increase the overtime bonus. If the overtime hours remain the same, you could effectively lower their tax percentage while not materially changing their work. The offer could be such that both the employer and the employee are left with more (and the taxman with less).
