  1. I'd say even pro-Z Russians shouldn't be deported in most cases. If they're working age, it's more advantageous for Ukraine if they're not in Russia contributing to the Russian economy. Some countries (e.g. Estonia and Latvia) may have legitimate security concerns when it comes to Russian citizens but that doesn't apply to most countries and certainly not Portugal.
