At least initially he did send Lieutenant Dufay instead of meeting personally or sending a more senior officer. "What would you do in his position?" I would also send the Vichy government a message describing the whole situation including the whole ultimatum (and not just two of the given options). I think in this video it was used to mean "blame" in the sense that some people involved ought to have done something different. Maybe the wording wasn't the best but I think it's a far more interesting question whether e.g. Gensoul or Somerville or someone else should have done something different rather than what's the meaning of the word "responsibility". I guess the British government estimated that it was a smaller risk than leaving the fleet at Mers-el-Kebir intact. It's hard for me to make a judgment about that.
