Trump's tariffs are much higher than what other countries have been applying. The middle column in Trump's chart has nothing to do with tariffs. Instead, it's just the goods trade deficit with each country as a percentage of the goods imports from that country (+ a 10% minimum for some reason). Trump is just being dishonest with his chart.

The surprise was that the tariff rates are much higher than expected. I don't think he ran on a specific level of tariffs.
