  2.  @kale8133  It's not obvious that alone would explain it. If a building in a commercial district would fetch a higher price as a residential building then it seems that the residential use is valuable enough to overcome the agglomeration benefits. Is there an actual negative externality from the different use? Secondly, zoning doesn't control many of the factors that would matter for agglomeration. E.g. zoning usually doesn't tell whether some office building can house a software company or a financial company.
