  3. It's not cheaper to build underground. Tunneling is expensive. Tesla and SpaceX have no experience of building rail.

  5.  @DumbledoreMcCracken  France's population density isn't that much higher. That the population is concentrated in a few places shouldn't make rail less viable. Tracks don't need to reach every corner of the state.
