  4. Western missiles are unlikely. Strikes like this deep inside internationally recognized Russia with Western missiles haven't (yet) been authorized and AFAIK Russia hasn't be claiming that such missiles were used in Toropets.

  6. The ammunition depot likely had military personnel working there so I'm fairly sure there were casualties. Russia just doesn't want to report them right off the bat.

  9. Why are you calling this a "provocation"? At least to me it seems more likely that the goal was the material effect of the lost ammunition, not to provoke some kind reaction from Russia.
