It is now a “département”, which could be roughly translated as a “county”" But doesn't that make it even more of a part of France (at least until they possibly leave) since it's at least in theory as much France as any département in metropolitan France?

I think he did become emperor in 1804. In 1802 he merely became the "First Consul for Life" (having been the even lesser "First Consul" since 1799).

@MeLand9000 : I don't have charts of relative GPD per capita at the time for e.g. Britain and Switzerland, but I would guess the difference isn't huge. Certainly not of the size that it would much affect the possibility for scientific advancement.
