Denmark did implement a tax on cows and the reason is that they emit methane (due to enteric fermentation) which contributes to global warming. However, most of the methane from cows come from burps, not farts. Also, I think the tax is just a flat amount per cow per year. The precise amount of methane emissions isn't measured (or at least I think it isn't but I'm not 100% sure).
