  1.  @afinal3746  There's still a significant difference. Blackwater personnel were not used as regular combat troops, just in tasks that came awfully close to it (like bodyguards for important people which may cause them to fight if attacked). Wagner personnel on the other hand are used in actual combat roles just like the regular army.
