Firstly, it's not certain whether he said that because there is only one secondary source on the quote but for the sake of argument lets assume the quote is real. Secondly, and more importantly, putting the quote like that is lifting a partial sentence out of context and gives a totally wrong impression. The full (attributed) quote is: "Nixon should be told that it is probably an objective of Clifford to depose Thieu before Nixon is inaugurated. Word should be gotten to Nixon that if Thieu meets the same fate as Diem, the word will go out to the nations of the world that it may be dangerous to be America's enemy, but to be America's friend is fatal." [emphasis mine] Note the word "if" there. Kissinger isn't giving an unqualified statement of the US as a friend but rather a conditional statement on how it would be perceived as a friend. Basically he's saying that Nguyễn Văn Thiệu should not face the same fate as Ngô Đình Diệm (who was deposed and killed in a coup).

The quote given like that is a partial sentence out of context which gives totally wrong idea. Basically Kissinger was advocating against deposing Nguyễn Văn Thiệu and saying that if he's deposed then the world would see the US as a fatal friend.
