So it seems you're mistaken, though admittedly I didn't bother to check the sources Wikipedia cites for this.

@LevanGudadze "If someone sent something to the territory not controlled by the Syrian authorities and handed it over to terrorists who supposedly should help the population affected by the earthquake, this is not help for Syria, because Syria has an official government through which such issues should be resolved" I disagree. If it helps the people in that region it's a good thing regardless of whether you count it as help for Syria. I think there is a good argument for temporarily setting aside disputes and conflicts over which government controls which area when there is a great need for humanitarian aid. It's not reasonable to say that rebel areas not under the country's government should not get aid if the government isn't willing to engage in cooperation that would allow the aid to reach that area.
