  1. "At the end of the Soviet Union the then leader Gorbachov made a gentleman agreement with the USA, EU and NATO agreeing that NATO would never expand towards the East - to Russia..." That was just an opinion by James Baker in a phone call with Gorbachov. He didn't have any kind of authority to make such a decision on behalf of the US government, or NATO for that matter. (I don't know where you got the "EU" part as the EU doesn't have anything to do with the US Secretary of State talking with Gorbachov.)

  3.  @alexanderjdivic4784  The Secretary of State is not the one deciding whether new members can be admitted to NATO.

  4.  @alexanderjdivic4784  "when did I say the Secretary of State chooses who enters nato???" He didn't. I meant that it wasn't for him to choose whether e.g. the Baltic Countries join or not. Therefore his opinion in one phonecall with Gorbachov hardly matters.
