  1. no, historically wrong. Qing, RoC, PRC all is china. ROC wasnt independent from Qing, the Qing emperror transferred his governing power of 5 ethnic groups (han, mongol, uyghur, tibetan, etc) to ROC. technically, one day ROC would transfer back the power to the heir of Qing empire (havnt happened yet). Communists came along took over mainland china, declared all treaties, concessions, unequals made by Qing and ROC deemed illegitimates and will not be recognized. yeah here we are....
