They aren’t afraid to get down and dirty. and the fact is most of the population including police fear them. also the level of isolation many regions have is extremely hard for governments to garner any influence or serve justice for the population to believe in them. narco culture is real and much of the youth rather go that route. Cartels will do whatever they want by terrorizing communities.
