The limiting factor for aerial EVs will be noise, you can't cheat physics, to lift a vechicle large enough to carry people into the air you need to create a large amount of noise, so applications in urban areas will always be constrained, not near my house please......but perhaps from very tall buildings in city centres will be doable....
