The haitian diaspora in french guyane came after a hurricane in 1960s because france gave thousands of haitians permission to live there. The dominican republic did not start helping haiti in a natural disaters until 2010.

If its wrong to judge dominicans for a dictator and a few civilians did in 1937 and 1938. it would be wrong to the samething for haitians. If a dominican commit an injustice agaisnt haitian it would not be anyless wrong. There are some dominican who would call the parsley massacre something that haitians had coming. The civilians who particaped in the genocide probably taught the same thing.
