  1. The money collected may be the payoff to the republican Congress that I'll bet he promised a big payoff for their loyalty. Think about it. Who wouldn't give him their loyalty for a million in payoff. Even a half mill. And they didn't really have to abuse their positions in government, just be loyal, vote his way, say nothing against him. Simple. That's what a crook does. Promises his gang the big payoff.
