I worked as a budget analyst for the State of Oregon Medicaid program. There was a pervasive culture that federal money was deemed as “free” and openly wasted and fleeced accordingly. Some of Medicaid’s programs are paid 90% federal funds - and all sorts of accounting laundering schemes and stillborn projects were used to tap into these unlimited “entitlement”resources. Just look into something called “provider tax” as just one of many examples. I could tell stories of waste and fraud for days.
