Mark Zandi, a well-respected economist and economic adviser to John McCain's presidential campaign, said the rates of return for every $1 spent are $1.61 from unemployment benefits, $1.57 for infrastructure spending, $1.41 in aid to the states and $1.74 from increased spending on food stamps. Bush's tax cuts provide a mere 32 cent boost for every $1 cut.
