Yeah, not likely the US. Too much to lose and too little to gain for such an action. It would backfire extremely bad and cause a major rift with European countries if the US was caught. It also wouldn't be too difficult to know who did it or who didn't do it for the intelligence communities in Europe. I'm fairly certain the EU and US know who it is and there are only 2 options: 1. Russia did it. But EU & US cannot admit they have solid evidence as it might escalate the situation. 2. Some European countries and US agreed to do it for whatever reasons. But they must keep it a secret.
