@SephBane - yes and no. It was a stunt, Banksy even said so. But he did intend to shred the painting and the shredder jammed. Even if it didn’t shred all the way, because the artist did it and not some random person, it remains art. Now when he donated that piece of art to the museum, he warned them not to sell it. He knew they would, which is why he did this stunt. What I don’t think he counted on was the story of him trying to destroy it in such a public way. Then it not completely shredded made it more valuable.

He figured if it was shredded no one would want it. Since it did t finish being shredded, he made it more valuable and gave it another chance at being sold.

@Kim Smith - no one knows what he looks like except his crew. The video came from his dealer (who also knows who he is). He wanted people to know he did this and not someone else. It’s in the original video, search for it (I don’t remember the title - try Banksy shreds … and look for it).
