  1. It’s not illegal cause you do it to yourself. You go in public and take off clothes to get a tan. How do you not expect photos to be taken if you? In this day and age it is well known that while out in public, there is no reasonable expectation of privacy. You don’t want it? Set up a privacy fence. A cloth strip that you can put into a square around you. You can lay down in the middle. Get all the sun you want. Now if the guys followed them or touched (tried to touch) them, that would be a different story.
