I would need to hear what was said. Was he threatening the prisoner and she pulled him away to separate them? Was she playing a prank at the wrong time? It could go either way without the sound. If we take this a face value then it looks like she was protecting a prisoner and she stepped up when the others wouldn’t. If that is the case then she did the right thing. If the senior officer is using his time as well as rank to bully a Junior officer that is a problem cause everyone should be able to correct their fellow officers when they see something wrong. The he let them do it and report it later is wrong. The Junior officer may have just saved the city thousands if not millions of dollars in an abuse of power, injury case.
