  1. Who steals an ambulance ? He needs to talk to EMT people. They get stolen or broken into ALL the time. Especially in Seattle where They carry drugs. The vehicles he saw online had someone actively moving around In or by it. Whomever took this one had been watching it for a while. First thing he should do is get the surveillance video of the transaction when they went to the Mall and bought things. See if the hotel recognizes the person (maybe an employee of theirs). I would also look at salvage yards. Someone probably had it towed out of the parking lot and when the employees of the tow yard went to inventory the vehicle, found all the stuff. They may even have bought it at auction. See if the vehicle was registered as salvage.
