Why warn the people who knew they were there and what Hammas was planning? Wouldn’t it be better to not warn them. Let them know that harboring such groups is why the Gaza Strip is going to be bombarded. And as the group moves locations, for more help/cover, that area will also receive bombs. Anywhere that harbors these groups will be attacked. So it is to their advantage to not allow the groups a foot hold in their area. Also, Looks like Israel will be taking the Gaza Strip as their own. I don’t think they will be giving it back this time.
