The reason this operation never happened is because the USSR wanted to celebrate victory over the nazis but did promise to join against japan over 3 months as the USSR didn't have a strong navy and only a small amount of landing crafts. When they landed in the kuril and sakhalin islands they could only send small groups of experienced soldiers.
