  4. @ExileXCross  Are you still going ? No there is nothing that states a "use tax" is a or can only be a flat tax. Maybe you or other people would "like" that. But it isn't. Just like it's not based on how many kids you put in public school or how many times you call the fire department. Your feelings and wants don't change the definitions of things.
