  4. David almost has it when he says that there are ‘a number of Asian cultures that focus on scholastic achievement’ but then he goes on to argue that education should receive more funding. Isn’t it the underlying cultures and attitudes towards education that need to change before the benefits of additional spending can fully realized? You can lead a horse to water but you can’t make it drink.
