  11. I think the point is that you have to make an effort not to harm civilians. So carpet coming a city because there's some enemy soldiers somewhere in the area would be a war crime; targeting a building with enemy soldiers is not.

  20. To Russia only 'real' Russians count. (i.e. those from Moscow, St.Petersburg etc.) Everyone else is expendable. That's one reason they want Ukraine. More men they may send to the front. Just like they did with those from the "new territories" aka LPR and DPR. They actually distinguish in speech between "Russians" (the 'real ones') and "Russian citizens" (the expendable ones). Everyone can become a Russian citizen but you have to be born a 'real' Russian.
