  1. A failed state would not be able to ensure the safety of journalists or cooperate with another country for joint crisis solving.Look at Somalia,or Libya. What happened in India is that the government could've managed the covid crisis but failed because of extensive mismanagement rather than destruction of state authority. I dont understand why you insist on the labeling(does having India officialy labeled as failed state stoke your chinese nationalist ego?)
