She was probably bullied into this mindset at some point.... I would like to think she was serious about peace (at least in the beginning). After all Nord Stream 2 was her baby; something like this would jeopardize NS-2. Could be she's afraid of becoming an outcast like Schroeder (the other old Chancelor SPD) ... would explain her honesty now.
