  2.  @davidmitchell2926  check out their oil production last ten years or so since Chavez took power and look at amount of dependance the put on oil what percent of exports was oil? How much money was used for social programs new employees and corruption? Look it up its all pretty sad but in a nutshell they up dependence on selling oil while they let production go down because oil prices let them get away with... until prices fell hard.
