I agree with restoring more because I believe those from past would enjoy seeing it rebuilt, and why is a pile of rubble so valuable ?? Move it you may even find something truly valuable underneath. The world is constantly changing and as long as we can all live life why fight that ? Why not rebuild what time and war have destroyed?
