  1. This area has always had its needs met with aid. So yes even before the war it was common for men to go to an area and just stand around…. Honesty I think they’re just up to no good looking for a vice. I remember seeing documentary on the place and that’s what a lot of men would do everyday is go to the city center and just STAND around like their waiting to just die.
