  1. No. You don't if you're a citizen or permanent resident. It's just enforced on Canadians like me at the northern border but if you're a fake refugee from Mexico you don't need it.

  2.  @celyngarcia66  On a plane there's no way around it. I know people who have just crossed the border by car and gotten through. The guards either didn't ask or took a yes without wanting to see the papers
