What USAID is doing is Moving money around from other Departments, to cover this huge spending by the CIA,FBI, NSA, Intelligence Agencies, and the Pentagon. Guaranteed a lot of line items for overseas are fictitious, this money is for Democrats pet programs, in the USA. As a Forensic Engineering Auditor retired, we found many Contractors moved money around within budgets to cover overspending in one dept. This is how Fraud and Corruption occurs.
