  1. Check the efficiency of the workers, are they only 65% efficient? Which will tell you why they are over staffed. To give you an Idea, workers on the African continent are only 60% efficient, thats why we have to make an allowance in the Project budget to compensate for the extra cost and time. Which gets back to the government worker committing Fraud.
