Get Congress to send you a list of every Agency they created, any Agency not on the list is eliminated it was never approved.
Thats your starting point, then create a new list, and look at any Agency that has value added benefit, eliminate those that have none.
then what your left with, review their budget, is it essential for the Government to Work, Yes or No, trim that list down.
The final number you should be left with is does that department given the Government a Return on its Investment if yes, that department stays, no, it’s gone. That’s my starting point when I do Audits, it works well in weeding out the deadwood and unnecessary waste of Taxpayer Money. That’s how Margaret Thatcher eliminated waste, she hated the idea of borrowing other people’s money, especially Taxpayers Money.
