The CIA were dismantling governments all round the world, so USAID was formed to improve Americas image around the world. The Bay of Pigs was the last straw for JFK. He Fired Allen Dulles of the CIA. The Democrats over the years have built USAID into a giant corruption racket and overblown money laundering business . JFK would not be happy to see its worse than the CIA. Some of us are old enough to have witnessed that and his original intent of USAID, and it wasn’t for corruption.
